 In 2023, Naif Arab University for Security Sciences Developed an Arabic Guide
               on "Alternative Punishments to Custodial Sentences"

Naif Arab University for Security Sciences, in collaboration with the United Nations Office
on Drugs and Crime, developed an Arabic guide on "Alternative Punishments to Custodial
Sentences ". This guide examines the rationales behind adopting and implementing alternative
punishments while categorizing them accordingly. It underscores the diversity found
within laws and policies regarding alternative punishments, as well as the mechanisms for
implementation and the relevant authorities across Arab nations. Such diversity underscores
the need for establishing criminal policies that advocate for the use of alternative punishments
as principal penalties and the creation of an integrated operational system to support them.
This involves the training of criminal justice personnel and law enforcement officers to actively
promote the utilization of alternative punishments and to determine the most suitable options.
Furthermore, it entails the development of rehabilitation centers and civil institutions where
alternative punishments are administered, with a focus on raising community awareness and
fostering community involvement in their implementation, monitoring, and evaluation. This
approach ensures the comprehensive activation of the reformative and rehabilitative potential
of alternative punishments.
